The Punjab Assembly has drafted a resolution advocating for a bicameral parliamentary system, including the establishment of a Senate-like upper house. The resolution is expected to be presented in the assembly today (Tuesday).
The proposal has been jointly developed by PML-N leader Samiullah Khan and PPP’s Ali Haider.
According to the resolution, Punjab’s official population stands at 124 million, making it larger than all but 11 countries globally. Given the province’s vast population, the document underscores the need for broader consultation and the inclusion of experts from diverse fields to enhance governance.
It also notes that the current constitutional framework does not support such a system, prompting the Punjab Assembly to urge the federal government to introduce constitutional amendments allowing for a bicameral legislature in the province.
Under this proposal, alongside the existing Punjab Assembly, an upper house, tentatively named the “Punjab Council,” would be established. This council would consist of nominated or elected experts and representatives from various sectors, contributing their knowledge and expertise to the province’s administrative affairs.
