Information Minister Attaullah Tarar on Tuesday revealed that the November 11 suicide attack outside Islamabad’s Judicial Complex was planned by the banned Tehreek-i-Taliban Pakistan (TTP) chief Noor Wali Mehsud. The deadly blast claimed 12 lives and wounded 35 others, shaking the federal capital and triggering an intense security response.
Four Terrorist Facilitators Arrested Within 48 Hours
Speaking at a press conference in Islamabad, Tarar said that four key facilitators linked to the attack had already been arrested in a joint operation by the Counter-Terrorism Department (CTD) and the Intelligence Bureau (IB).

The minister detailed their communication trail with TTP commanders operating from Afghanistan. He said that Sajidullah, the main handler, stayed in regular contact with TTP commander Daadullah through an encrypted app.
Tarar added that Mehsud had planned the attack through Daadullah, who is originally from Bajaur but is currently based in Afghanistan.
The minister also played a recorded statement from Sajidullah, in which he admitted arranging the suicide jacket and transporting the bomber — identified as Usman Shinwari — to the attack site.
Cross-Border Coordination and Repeated Meetings Exposed
Tarar revealed that Sajidullah had joined the TTP in 2015, receiving extensive training in militant camps across Afghanistan. He also traveled to Jalalabad in 2024, where he held planning meetings with Daadullah to carry out a major suicide strike in either Islamabad or Rawalpindi.
The minister said that further coordination took place in August 2025, when Sajidullah and Zali crossed into Afghanistan.

According to Tarar, it was during these meetings that Daadullah conveyed direct instructions from Noor Wali Mehsud to execute a suicide bombing in the twin cities.
Upon returning to Pakistan, Sajidullah met the suicide bomber, Shinwari, a resident of Afghanistan’s Nangarhar province, marking the final phase of preparations before the attack.
Tarar underscored that the swift arrests prevented further potential strikes, saying Pakistan had narrowly avoided “a major loss”.
