Russian Parliament bans change of gender
In a move aligned with the Kremlin’s effort to preserve what it perceives as the nation’s “traditional values,” politicians have embraced a bill criminalizing gender-reassignment procedures.
The more stringent version of the bill received unanimous approval on Friday during its final reading in Russia’s lower parliamentary house, the State Duma.

The bill prohibits any medical interventions intended to alter a person’s gender, along with changes to gender markers on official documents and public records.
However, the Russian parliament has allowed an exception for medical interventions aimed at addressing congenital anomalies.
During the bill’s second reading on Thursday, additional clauses were incorporated that invalidate marriages in which one party has undergone a gender transition and prevent transgender individuals from becoming foster or adoptive parents.
Russian Federation Council to ratify law
Before the bill can become law, it must be ratified by the Federation Council, the upper chamber of Russia’s parliament under Kremlin control, which typically endorses legislation approved by the Duma.
Following approval from the Federation Council, Russian President Vladimir Putin will sign it into law.
The bill has caused distress within Russia’s transgender community and has drawn criticism from both LGBTQ rights advocates and medical professionals. Lyubov Vinogradova, the executive director of Russia’s Independent Psychiatric Association, referred to the bill as “misanthropic”.
Lawmakers present the measure as a means to safeguard Russia from what they perceive as “Western anti-family ideology,” with some characterizing gender transitioning as “pure satanism.”
