The US, Egypt, and Qatar are reportedly urging Israel and Hamas to agree to a comprehensive plan aimed at ending the war. According to The Wall Street Journal, the proposed 90-day plan involves a phased approach.
In the first stage, there would be an extended cessation of hostilities, during which Hamas would release all civilians, and Israel would release hundreds of Palestinian security prisoners.
Israel would also withdraw from Gaza’s cities, permit freedom of movement in the Strip, cease drone surveillance over Gaza, and double the aid entering the Hamas-controlled territory.
The next stage would involve the release of female IDF soldiers and bodies of kidnapped Israelis by Hamas, while Israel releases more Palestinian prisoners.
In the third phase, Israel would pull back troops to the Gaza border, and Hamas would release the remaining hostages, including soldiers and fighting-age men it considers soldiers.
Egyptian officials mentioned that subsequent talks would address a permanent ceasefire, normalization between Israel and Saudi Arabia, among other Arab countries, and a new process leading to a Palestinian state—something the current Israeli government opposes.
However, Israeli officials are said to be advocating for a two-week ceasefire and avoiding discussions about a permanent ceasefire.
Negotiations on the ceasefire are expected to commence in Cairo in the coming days, as per the report.
