The Election Commission of Pakistan (ECP) has officially announced it will conduct local government elections in Islamabad. The commission has directed its office to prepare the election schedule and ensure compliance with constitutional provisions.
Section 15 Amendment Invalidated
In a reserved decision on the matter, the ECP stated that the amendment in Section 15 of the ICT Local Government Act, 2015, made through the ICT Amendment Act, 2024, does not align with the Constitution, the Elections Act, 2017, and Section 20 of the ICT Local Government Act. Consequently, the Commission confirmed that elections will proceed under its direct supervision.
The ruling also clarified that Union Council (UC) secretaries cannot oversee local elections. Reserved-seat voting must be managed by officials specifically nominated by the ECP, ensuring transparency and fairness throughout the process.
Local Government Term Expired in 2021
Islamabad’s local government term officially ended on February 14, 2021. Since then, elections have been delayed, leaving the capital without elected local representatives. The ECP’s announcement restores the path for democratic governance at the grassroots level.
Returning Officers to Be Appointed by ECP
The commission confirmed that returning officers will be appointed for each union council to oversee voting, counting, and reporting results. This measure aims to maintain the integrity of the election process and prevent administrative irregularities.
Ensuring Compliance and Transparency
The ECP emphasized that all elections will follow constitutional and legal frameworks. Political parties, candidates, and voters are urged to cooperate fully with the commission to ensure free and fair elections in Islamabad.
Officials noted that detailed notifications, election guidelines, and schedules will be issued in due course. The Commission is committed to overseeing the polls professionally and addressing any challenges that may arise during the election process.
